BACKGROUND:
Healthcare Benefits is the
realization of a dream of its founder, Dr. Edward Norton.
A successful dentist, Dr. Norton has travelled extensively throughout the
world and has seen, first-hand, the need for improved medical facilities.
In addition to his dental practice, Dr. Norton also serves as a
consultant to the World Bank. H.C.B.
was founded by doctors for doctors and fully understands and appreciates the
needs of medical professionals everywhere.

composed of
three divisions. The first division
primarily designs and builds small hospitals and clinics worldwide.
We purchase new and mainly used equipment for the hospitals and by rebuilding
and reconditioning within our own company facilities,
the used equipment can in principle, reduce the cost of the hospital by up to fifty
percent. Each hospital is built and
designed for the treatment of diseases of the area or country it is to be
located.
The
hospital/clinics are primarily for head and neck treatment and consist of a
dental suite, an eye, ear and throat suite, and an optical laboratory also a
dispensing store. We can also, if requested, build according to your specific
requirements

The second division sells supplies for the hospitals,
clinics and boats. It also sells
medical and dental equipment. It
buys, sells and trades food, medical supplies and equipment.

The third division is Inland Seas Boat Co.
It designs and builds the health care boats and hospital ships.
It also works with several Manufacturers of trailers and coaches for
health care.

With the changing world, a joining of nations exists as
never before. The problems of one
nation becomes the problem of all nations.
One of the major problems is health care for the people of the world.
After many years of service in the health care fields, we came to the
realization that a treatment modality could be tailored for the specific
diseases of an area and could only be achieved through a highly localized
vehicle. The enormous cost of
permanent facilities has made health care evermore expensive, so an alternative
source was explored. The
realization that half of the worlds population lived in rural communities gave
rise to the idea of a mobile clinic, or small hospital or clinic that could be
united with a central processing system would be the least expensive way to
provide health care.
To achieve the most
economic way to provide this type of care, many types of hospitals and clinics
were researched. The treatment
modality was emergency care and prevention, rather than long term surgical care.
Several types of medical care was thus able to be achieved.
By changing the treatment modality, dental, general medical, ob-gyn, eye
care and general health screening; each hospital and clinic could be equipped
with the treatment of choice. By
combining all of the treatment modalities in a single location - a form of
one-stop for health care, would be available at a reduced cost.
By the multiplicity of
equipment, maintenance could be simplified.
The supplies could be standardised for time limits and replenished at
monthly intervals. The labour force
would be small and cross trained, giving a reduction of cost.
Thus the entire approach to health care is one of mobility, specific
treatment modalities, and minimum cost per individual treated.
We fully realize that this is not all the answers to health care, but
perhaps a giant step to solving some of the problems.
By using a health card
concept we can virtually eliminate the endless paperwork that cripples most
hospitals. Each individual will be
given his own card with his picture for identification.
All of his health history from birth to death would be contained on this
card. To protect his privacy only
that part of the health history pertinent to his doctor would be available.
The card would be backed up by a central data base that in the event that
the card was lost or stolen only the patient would be able to receive another
one. The card would also contain
any insurance billing instructions, electronic claims and his access to the
national savings plan for health.
With
this approach, an economic way of providing health care is possible for all
nations of the world, and it should help in financing the health care.
